THE CONCEPT AND PRACTICE OF INTERNATIONALITY IN SCIENCE AND TECHNOLOGY: A SMALL COUNTRY PERSPECTIVE

The paper will first discuss the multiple conceptual dimensions of internationality in R&D activities from a small country perspective. Secondly, it will analyze the practical contents, issues and challenges of international activities as seen by the various actors of the broadly conceived research and innovation system.

Internationality may be understood as a communicative (and sometimes commercial) exchange of knowledge and, at the same time, as an investment of human and material resources. Internationality in S&T is thus a cognitive, activity-related, institutional and socio-economic process mediated by R&D policies. International activity takes place at different organizational levels, it has different forms, modes and directions, and its scope (local to global) and intensity vary.

The practical issues and challenges of internationality in S&T as well as the relevance of the conceptual scheme are discussed in the light various data on Finnish developments in the 1990s. The data include policy documents, statistical data and interviews covering the R&D actors from researchers and administrators to key national policy makers.
