CHANGING GOVERNANCE PATTERN OF S&T IN A POST-NATIONAL AND INNOVATIVE SITUATIONS: CASE OF DEVELOPMENT IN PRAGUE´S REGION
The paper discusses institutional change in the field of S&T. Taking into account current debates about changing nature of S&T institutions my attention is focused on the factors influencing a transition from (i) national regulatory framework to a post-national one, and (ii) from a capital intensive corporate forms to information intensive networks.
Main arguments of the paper will be supported by outcome of two projects, which monitor changes of innovation capacities, and environments in selected European capital cities, including the region of Prague. Projected research has been focused on the regional innovation infrastructure and the key innovation actors, their resources and strategies, the relationships among these actors (intraregional, interregional — national and EU related) and the environments influencing their actions (competition, support programs, alliances and co-operative efforts). Particular attention is given to the orientations of innovation actors. The issue is examined not only by surveying experiences of innovation actors but also by the study of interfaces among innovation actors and roles of intermediating organisations in facilitating such interfaces. Also the question is tackled how the interfaces to EU (innovation actors, programs, regions etc.) have been influencing the formation of Prague's regional innovation infrastructure.
I will identify the implications of radical changes in regulatory environment for institution building and assess their pattern with a view to common EU institutional frameworks and practices. Doing so, interpretation will follow not only a concept of regional innovation infrastructure but also suitable macrosocial approaches in order to understand what dynamics, mode of restructuring and pattern of change can be identified.
